Digital sustainability policy can treat public websites and online services as measurable infrastructure: services should be accessible, efficient, technically robust, discoverable and proportionate to the task they perform. Procurement can specify outcomes without mandating a particular commercial vendor or framework.
A small inefficiency on one visit may become substantial when repeated across tax portals, licensing systems, healthcare information, education services and municipal websites. Governments therefore have a unique opportunity to reduce avoidable transfer, waiting and processing through procurement requirements that are measurable rather than aspirational.
A digital sustainability requirement should not mandate HIC, a CMS, a cloud provider or a particular framework. It can require measurable outcomes: accessibility evidence, defined performance budgets, transfer limits, caching policy, resilient semantic HTML, secure response headers and clear machine-readable public information. Vendors remain free to choose the implementation that meets the requirement.
Citizens do not all use new phones, fibre connections or unlimited data. Lighter, faster and more accessible public services can reduce friction on slower networks and lower-powered devices. Efficiency therefore supports inclusion as well as infrastructure sustainability.
People increasingly reach government information through search engines, assistants and AI systems. Public bodies should publish clear canonical source pages, explicit dates, stable entity identities and accurate structured data so machines can retrieve authoritative information without guessing which source is current.
Require a pre-launch baseline, publish measurable budgets, test representative templates, preserve evidence, reassess after material changes and disclose modelling assumptions. For high-impact services, include manual accessibility testing and real-user performance monitoring. The objective is continuous engineering accountability, not a once-off badge.
