HIC-300 is the assessment methodology beneath the public verdict. It preserves measured evidence, modelled consequences, scenario assumptions and organisation-supplied directory facts as separate evidence classes. Certification eligibility depends on the complete rule set rather than payment.

The HIC Standard

The Human Impact Certified standard is an evidence-first framework for evaluating how digital engineering affects people, resource demand and machine-mediated discovery. HIC-300 is designed to prevent excellence in one discipline from averaging away a material failure in another.

Why a cross-discipline standard is needed

Web quality is usually measured in silos. Performance teams optimise speed, accessibility teams test inclusion, sustainability tools estimate carbon and SEO teams optimise discovery. Real users experience one system. HIC brings these disciplines into a common assessment while preserving the underlying evidence so the combined verdict does not erase technical detail.

Certification must be gated, not purchased

A commercial relationship can pay for directory features, profile tools, certification licensing or support. It cannot buy a technical pass. Eligibility is determined by the assessment rules and material-failure gates. This separation is essential if the mark is to carry meaning for users, procurement teams and the organisations being assessed.

Evidence classes remain separate

Direct measurements, browser observations and response evidence are not the same as modelled impact scenarios. Neither is the same as owner-supplied directory information. HIC keeps those authorities separate in storage and reporting. Rescanning an organisation must not overwrite claimed profile work, and editing a profile must not rewrite independent assessment history.

The standard should test itself

HumanImpactCertified is subject to the same assessment logic as every other target. The platform should not receive a whitelist, score bonus or relaxed threshold. Self-assessment creates a practical feedback loop: if HIC identifies a genuine failure in its own public implementation, the implementation is repaired before the standard claims compliance.

Versioning protects interpretation

A score is meaningful only in the context of the criteria and methodology that produced it. HIC therefore treats assessment methodology and platform releases as versioned systems. Future changes should preserve historical evidence and make material methodology changes explicit rather than silently reinterpreting old assessments.

No. Unavailable or non-applicable evidence remains explicitly identified and is not disguised as a measured failure.
